SOURCE DIVERSITY In the past, Texas has met new demands by building new dams and reservoirs, while to a lesser degree developing groundwater resources. This strategy has worked well over the years, and similar projects should be part of future planning. But now, Texas needs innovative and creative ideas like better use of existing surface reservoirs and groundwater aquifers, improved conservation and development of new technologies like desalination to be included in regional plans to ensure a diverse, safe, drought-proof and clean source of water. |
