The population of Texas is expected to double over the next 50 years, bringing with it a formidable challenge to ensure ample, high quality, safe and diverse supplies of water.
To help meet this challenge, the Texas Legislature in 1997 passed Senate Bill One (SB 1) that divided the State into 16 regions, each charged with developing its own 50-year plan to address water needs and resources. SB 1 not only authorized, but encouraged transferring water from one geographic region of the state to another to ensure water is supplied to areas that will need it the most. |
